Rod. R Blagojevich

I was trying to find the language of the "Equal pay for equal work" bill that our dear president just signed, figuring I would find some reason why it was a terrible bill despite the obvious superficial nicety of the whole thing. So I am browsing around senate.gov and I came across the American Recovery and Reinvestment Act of 2009. This is the bailout act as far as I can tell. In it I found this little gem:

None of the funds provided by this Act may be made available to the State of Illinois, or any agency of the State, unless (1) the use of such funds by the State is approved in legislation enacted by the State after the date of the enactment of this Act, or (2) Rod R. Blagojevich no longer holds the office of Governor of the State of Illinois. The preceding sentence shall not apply to any funds provided directly to a unit of local government (1) by a Federal department or agency, or (2) by an established formula from the State.

After doing a little search about him I remember hearing something about a guy trying to sell Obama's senate seat, and I guess this is the guy.

Blagojevich was arrested on federal corruption charges in early December 2008. The Illinois House of Representatives voted in January 2009 to impeach Blagojevich by a 114-1 vote,[7][8] the first time such an action has been taken against a governor of Illinois.[9] The corruption charges involved conspiracy to commit mail and wire fraud and solicitation of bribery.[10][11] The Justice Department complaint alleges that the governor conspired to commit several "pay-to-play" schemes, including attempting to sell President Barack Obama's vacated United States Senate seat to the highest bidder.[12] On January 26, 2009, he became the second official in Illinois history to face an impeachment trial.
